Extracts and certificates from the Population Information System

You can order a life certificate and a residence certificate for use in Finland from the Certificates from the Population Information System service.

A life certificate contains the following information: first name, surname, municipality of residence, permanent address, date of move to that address, and either confirmation that the person is alive or a statement that it could not be confirmed whether they are alive or not. You can also choose your previous names, personal identity code or date of birth to be shown on the certificate. You will typically need this certificate for estate inventory to prove that you were alive at the moment when the deceased passed away.

You will need a residence certificate when you have to prove your current place of residence. The certificate contains the following information recorded on the person in the Population Information System: permanent address and a temporary address, if one has been recorded in the system. Previous addresses, the personal identity code or the date of birth, and the marital status can also be included in the certificate.

You can also order extracts with other content from the local register office, such as an extract of personal information and family relations or a birth certificate for use abroad.

An extract of personal information and family relations contains the following information: surname, first names, personal identity code, (and/or date of birth), possible date of death, municipality of birth, country of birth, citizenship, registration authority, municipality of residence, and possible guardianship, guardian’s name and authorisation for guardianship.

Depending on the purpose of the certificate, you can also ask for the following information to be included in it: marital status, marriage/registered partnership, previous marriages, previous registered partnerships, children, dependent children, parents, guardians, previous names/previous names for a person over 15 years of age/previous surnames, previous registration authorities, previous municipalities of domicile, confirmation of paternity, adoptive relationship, valid addresses, spouse’s valid address, child’s valid address, religion, personal identity code and/or date of birth, gender, mother tongue and date of receiving citizenship.

A birth certificate for use abroad contains the following information on the person and the person’s parents: surname, first names, date of birth, gender, municipality of birth, country of birth, citizenship and previous surnames (persons over 15 years of age). Depending on the purpose of the certificate, you can also ask for the following information to be included: personal identity code, parents’ personal identity codes and the municipality of residence.

This is what to do

You can order a life certificate and a residence certificate through self-service in the Certificates from the Population Information System service. You will need your online banking codes to use the service. You will order, pay and receive the certificate electronically. If you live abroad permanently, you cannot order the certificates through self-service. Instead, you will have to contact the local register office.

You can order all of the extracts and certificates in Finnish, Swedish or English from any of the local register offices. Extracts including personal details and family relations can also be ordered in Spanish, Italian, French and German from the Local Register Office of Uusimaa.

You can order the certificate either electronically, by email, by telephone or by using a form that you will have to bring or send to the local register office.

To whom and on what terms

A person of adult age can order any of the certificates available. To use the Certificates from the Population Information System service, you must be aged 15 or over.

A fee is charged for the services. The price of the certificate will be lower if you use the electronic Certificates from the Population Information System service.

When an order for information from the Population Information System is made, the information subject to the order and the purpose and date of disclosing the information is recorded in a follow-up file. The details of the party ordering the information, obtained in connection with the identification process, are also recorded in the file.
